Kirinyaga County adopts new road construction technology to enhance durability

Kirinyaga County Government has adopted the use of a more effective and efficient road construction technology to enhance durability of rural access roads across the county. Construction of roads under the ongoing Nyorosha Barabara Mashinani project is utilizing a mixture of hardcore and quarry dust as the main building materials as opposed to the usual murram that was previously used.

The County Executive Committee Member for Transport, Jared Migwi, has said that once the mixture is laid on a well graded road, it is then compacted with a drum roller which gives it a compact and a smooth finish. “These materials cannot be easily washed away by storm water and roads constructed using this technology are more durable and can last for up to three years without repairs. This will not only give the taxpayers value for their money but will also save us money that can be used to cover more roads,” said Jared. He added that the county is also ensuring that the construction incorporates good storm water drainage system.  He said the program has been made a success by cooperation between the county executive, the assembly and other stakeholders like the National Irrigation Authority (NIA).

Nyorosha Mashinani program which was launched by Governor Anne Waiguru projected to cover more than 500km roads across the county in the current financial year. So far 327km have been graded and more than 150 kilometers murrammed. The governor said that the program aims at achieving well drained all weather access roads. One of the wards that has greatly benefited from this program is Mutithi in Mwea. The area Member of County Assembly (MCA) Jinaro Jamumo who is also the assembly’s Deputy Speaker, said that the ongoing road rehabilitation will turn around the fortunes for his ward.  The roads that have been covered include those in the peripheries of Kagio Town. The town that hosts the largest market in the county is a business hub that daily attracts thousands of traders dealing in fresh produce.

Jamumo said that good road network will enable efficient transportation of tomatoes from the farms to the market. Most of the tomatoes sold in the market come from areas such as Kianjogu and Ng’othi. Motor vehicles, motorbikes and donkey carts which are the main mode of transport in the area can now navigate around the farms collecting farm produce for transportation to the market. He said that the roads will also open up the area for real estate development as more people move in to settle around the ward’s urban and trading centers. “People will always look for areas with developed infrastructure to settle in and we are happy that the ongoing roads rehabilitation in our ward is attracting investors and settlers thereby raising the value of our land,” he said.

He added that the program is a response to calls by residents during public participation forums in which they prioritized the construction of all-weather roads across the ward. He said that the tax payer needed to get value for their money and such projects go a long way in ensuring that is achieved. He pointed out that in two weeks’ time, the program will have covered around 10 kilometers across Mutithi. He thanked the governor for prioritizing access road in her development agenda.

Lucy Wanja Karagu, 70 year old woman residing in Canaan area in the outskirts of Kagio town narrated how the previous poor state of roads affected the area residents. She said that while motor vehicles were unable to navigate around the estates, those who choose to use boda boda were not safe as they were prone to accidents due to the uneven nature and potholes that riddled the roads. Those who did not want to risk their lives opted to walk long distances which would be complicated if one had a luggage.  She says that they are now enjoying motor vehicle and boda boda rides and transport has become cheaper for them.

Her sentiments were echoed by Benson Kamau, a boda boda rider from Kagio. He says that business in now booming since they are able to take their customers to the interior parts of the ward without any problem. “Whether there are rains or not, we are now carrying on with our business uninterrupted and we don’t risk having accidents due to bad roads.” he said.   He lauded Governor Waiguru for the initiative saying that she is fulfilling her promises to the county residents.

In Mutira Ward, coffee farmers are the major beneficiaries of the access roads projects. “The two-kilometer stretch from Giagatogo- Mbari Ya Tubii road as well as Kauiru Kiarugu-Kariiria road will help farmers delivering coffee to Mutitu Coffee factory by a great deal,” said Bosco Gichangi, a nominated MCA who hails from Mutira. To improve on efficiency of the in-house roads program, Waiguru during her last term procured road construction equipment that include five graders, 10 trucks-20tons, two excavators, one low bed/loader, one backhoe, two roller-compactors and one water bowser.

Kirinyaga County Government distributes relief food to over 9,000 people

Kirinyaga County Government has distributed relief food to 9,200 drought stricken people from Mwea Constituency. The relief food distribution drive targeting 1,841 households in Murinduko, Wamumu and Mutithi Wards was presided over on behalf of Governor Anne Waiguru by her Deputy, David Githanda. While issuing the food hampers in which each household received maize, porridge flour, green grams, rice, cooking oil and salt, the deputy governor lauded Governor Waiguru whom he said has been very vocal on the county’s drought situation and had sourced for the food aid from the National Government.

A food security assessment carried out by the National Drought Management Authority in Kirinyaga revealed that about 25,000 households in Mwea East and Mwea West were facing starvation, which translates to around 125,000 people. Githanda pointed out that the governor had pledged to source for more food to cater for the households that were not covered in the initial phase. “We have started with the most vulnerable groups who include the elderly and the sick, but the program will continue to include more people”. He said. He also appealed to the beneficiaries to utilize the ongoing rains and plant various crops as a way of combating food insecurity, noting that subsidized fertilizer has already been delivered in the county to enable farmers grow food to replenish their granaries.

The National Drought Management Authority Coordinator, Lordman Lekalkuli who was present at the food distribution drive said that though NDMA main focus has been on the arid and semi-arid areas, the persistent drought in counties normally perceived as food secure has made them widen the scope to cover Kirinyaga, Murang’a, Nyandarua, Kiambu, Machakos, Elgeyo Marakwet, Siaya, Homabay and Migori.

Peninah Njeri, a resident of Togonye in Murinduko Ward and a beneficiary of the food hamper expressed her gratitude for the relief. She said that consecutive failed seasons in the area have made life very difficult for the residents since they depend on their farms for food. She said that they are planting in the hope that this season will not fail and that it will compensate for the previous failed seasons. Cyrus Njeru from Murinduko thanked Governor Anne Waiguru for the intervention admitting that there has been severe drought in the area due to failed rains, which was confirmed by Francis Ireri from Kamunyange area. “This food will go a long way in alleviating our suffering even as we look forwarding to a better season.” Said Ireri.

The relief food distribution drive was also attended by Mwea Member of Parliament, Mary Maingi, Members of County Assembly for the areas, County Executive Committee Members, Chief Officers and officials from the national government.

Dispensaries commissioned by Waiguru a great relief to residents seeking primary healthcare services

Two of the recently commissioned dispensaries in Kirinyaga County have brought great relief to residents who now enjoy healthcare services at their doorstep. The two facilities, Umoja and Kiambui in Mwea and Gichugu constituencies respectively are the latest among the dispensaries that Governor Anne Waiguru has been completing and commissioning. So far, the governor has commissioned five out of 20 dispensaries that her administration has lined up for completion and equipping with an aim of enhancing provision of primary healthcare.

A crosscheck at the dispensaries reveal the long awaited relief they have brought to villagers who from time immemorial have had to travel for many kilometers in search of healthcare services. At Umoja Dispensary in Mwea, about 70 patients are served daily, without having to spend money or time making trips to facilities almost 10 kilometers away. It is serving about 4,500 locals from Ngang’a, Umoja, Mbingo-ini and Kiandegwa villages. The beneficiaries previously travelled more than five kilometers to get to the nearest public health facilities such as Rurii-Kiandegwa dispensary or Mutithi and Ciagini Health Centers.

One of the beneficiaries of the project, Rhodah Mukami from Kiandegwa village that neighbors the dispensary, says that the facility has been of great help to her as well as her neighbors. She said that they would earlier seek services in as far as Embu County where they spent money on transport.  “We used to pay up to Ksh. 200 as fare to hospitals but now we just walk in whenever we require medical services. We are very grateful to Governor Waiguru for ensuring that this dispensary is completed and well equipped.” Said Rhoda, praising the services they receive from the health workers attached to the facility.

While commissioning the dispensary last year, governor Waiguru said that her administration will be allocating more funds to expand services at the dispensary, a maternity wing, a female and a male ward being among the proposed expansion projects. “We want to elevate this facility to a Level Three hospital so that people from the area don’t necessarily have to go Kimbimbi Hospital for admission”, she said.

Jane Njeri Karanja, the Facility-In-Charge at Umoja Dispensary said that they are able to serve around 70 patients per day within the various outpatient services such as consultation, TB clinic, non-communicable diseases management, antenatal and postnatal care clinics and cervical cancer screening for women among others. She added that an immunization center for children is about to be established at the dispensary in order to enhance mother and childcare services.

At Kiambui dispensary that is located in Njuki-ini ward in Gichugu constituency, residents can now receive a variety of outpatient services and minor surgeries and wound dressing.  The facility that is a few kilometers from Kutus-Embu highway has been of help to road accident victims who are rushed there for emergency treatment with those requiring further management being duly referred to higher level facilities. The dispensary that serves no less than 50 patients in a day covers a catchment area with a population of around 4,000 residents who previously had to travel more than 8km away to the nearest Difathas health center while others crossed to the neighboring county of Embu.

The Facility-In-Charge, Haniel Njue, says that the dispensary has been a Godsend to the residents especially those from the nearby densely populated Mwambao informal settlement. Other vilages served by Kiambui Dispensary are Gathoge, Piai and Kanjuu, Mbiri. He said that apart from offering consultation and treatment, they have been carrying out intensive public health education especially on hygiene and sanitation. “Since the dispensary was opened we have been sensitizing members of the community on the importance of upholding cleanliness as a way of preventing diseases. As such incidences of water borne diseases such as diarrhea which were prevalent in this area have significantly reduced.” Said the officer.

At the dispensary, more than 10 pregnant women who would previously travel kilometers to Kianyaga Hospital or cross over to Embu County for their clinics can now conveniently access such care. The presence of antenatal care services goes a long way in prevention of maternal and neonatal deaths since complications in pregnancies are detected in good time allowing for timely intervention. Plans to start a child immunization center at the facility are also underway, an initiative that mothers in the area look forward to.

Pauline Njoki Gachoki said that Kiaumbui Dispensary is of greate benefit to people suffering from diabetes and hypertension. They are able to access advice, medication and review at the facility thereby saving them the hustle of travelling long distances or seeking such services from private providers. She told of how they could earlier on travel up to 10 km to the nearest health facility such as Difathas and Murinduko within the county or facilities across the county. Without money for transport, some people just bought medication over the counter or even resulted to use of herbs.

Due to its close proximity to Kiaumbui primary and secondary schools, pupils do not have to waste   days in search of medical services. They just have to walk over to the dispensary that is next door and get treatment and if not very sick they can still go back to class. This also saves their parents time and money that they would previously spend taking them to facilities away from their locality.

Other dispensary projects that Waiguru has commissioned in the last one year include, Kiamwathi, Kianjiru and Joshua Mbai. She has pointed out that with good primary healthcare at the dispensaries, there will be less congestion at higher level health facilities thus giving them space to effectively deal with more complex health matters. She added that towards the achievement of universal health coverage, her administration has invested heavily in infrastructural development of various health facilities across the county.

Kirinyaga set to get additional bulky fresh water supply in two months

A new bulky water supply project that is set to benefit 350,000 people in Kirinyaga County will be launched in two months.

Water, Sanitation and Irrigation Cabinet Secretary (CS) Alice Wahome, says the Kirinyaga Bulky Water Supply project that will give water to four major towns in the county is almost complete. The CS said the project will improve water quantity, quality and reliability within Kerugoya, Kutus, Kagio and Sagana towns. Speaking during an inspection tour of the project, Wahome who was accompanied by Kirinyaga Governor Anne Waiguru said the new system will supply the residents with an additional 30,000 cubic metres of water daily.

The water supply system will draw water from intakes at Kiriga and Thiba rivers with the main treatment plant being located at Muratiri area. “This project will spur speedy growth in the county, industries will grow and our supportive role as the ministry is to ensure we can do this across the country. There is huge demand for water everywhere and we know we have not been able to reach everyone,” CS Wahome said. Wahome said that the project is being funded by the government and the African Development Bank (ADB) at an approximated cost of Ksh. 1.1 billion. The towns will also benefit from a Ksh. 500 million Sewerage treatment system which is also nearing completion.

The CS said the sewerage system will serve Kerugoya and Kutus town and homes along the line. “This will be one of the biggest small towns water and sewerage systems that we have in the country. Previously, there was no proper policy in place to ensure that as you supply water then you also take care of sewerage. The sewer system is not restricted to town, it will provide service anywhere it will pass,” she said.

On her part, Governor Waiguru said the water and sewerage system will be a great relief to the residents as it will alleviate water shortage and help improve hygiene and sanitation standards in four the towns. The Council of Governors (COG) chair said that the project will also help in opening up towns as adequate supply of water and sewer system are a major consideration for investors. “Previously we did not have a sewerage system but we now have this new one that is nearing completion. It starts from Kerugoya all the way to Kutus and goes down to Kagio and Sagana,” the Governor said. The governor further said the increased water supply will make the upcoming Sagana Industrial Park more attractive to investors. “We are collaborating with the national government in the establishment of the industrial park and we are happy because the water will serve that park especially the low-cost housing and the industries that will be set up there,” said the governor. She also pointed out that her administration had intervened to ensure property owners whose land has been acquired to allow construction of the sewer line are duly compensated.

Kirinyaga launch Vaccination drive against Rabies

Kirinyaga County has launched a major vaccination exercise to prevent the spread of rabies disease in the County. The county says that there has been a surge in the number of stray dogs and cats thus necessitating urgent vaccination drive.

The annual exercise was launched yesterday by County Executive Member for Agriculture and Livestock Development Dr. John Gachara at Kangai Ward in Mwea Constituency. Rabies is a fatal but preventable viral disease. It can spread to people and pets if they are bitten or scratched by a rabid animal. Gachara said the exercise which targets to vaccinate about 5000 dogs and cats across the county is aimed at protecting the residents from the killer disease. “The County government will roll out the vaccination campaign across the 20 wards to ensure no area is left out in the efforts to safeguard the locals from the fatal infections,” he added.

In many countries, dogs and cats carry rabies. However, most rabies deaths in people around the world are caused by dog bites. In some countries like United States, rabies is mostly found in wild animals like bats, raccoons, skunks and foxes. Director Livestock, Veterinary Services and Fisheries Dr. Richard Gichangi says rabies is a neglected zoonotic disease that is nearly always fatal in humans if appropriate preventive measures are not taken after exposure.

Research shows that globally, it causes approximately 60,000 deaths annually mainly in developing countries with one person dying of rabies every 10 minutes. More than 95% of human deaths occur in Africa and Asia- and children below 15 years of age are at the greatest risk of rabies exposure. “Rabies virus infects the central nervous system. If a person does not receive the appropriate medical care after a potential rabies exposure, the virus can cause disease in the brain, ultimately resulting in death,” said Dr. Gichangi.

Dr. Gichangi added that the County is carrying out a sensitization campaign in all the 20 wards so as to ensure the exercise is successful. He said though rabies cannot completely be eradicated, its spread can be stopped through continuous vaccination of pets. “If anyone is bitten by a dog, we urge the residents to thoroughly wash the infected areas with clean water and soap as a first aid measure before they rush to hospital to avoid spread of germs to other parts of the body,” he added. Gichangi urged the locals to turn up in large numbers for the exercise to ensure the animals are safe.

Resident thanked Governor Anne Waiguru’s administration for the interventions to ensure their safety. A similar vaccination exercise for Foot and Mouth disease targeting livestock is expected to start in May.

Waiguru to revitalize Agriculture Training Centers for Farmers to learn best practices

Kirinyaga Governor Anne Waiguru plans to revitalize Kamweti Agricultural Training Center to a center of excellence for farmers and students to learn the best agricultural practices. He said the field day was meant as a way to bring together, farmers across the County so as to educate them on the latest best farming practices. “We bring farmers from across the County so that they can learn the newest farming technologies and practices from our researchers and experts. We want farmers to embrace these technologies so that we can address issues of food security especially in times of drought like what we are currently experiencing,” said Gachara.

The field day has brought together farmers, researchers, experts, students and exhibitors from various value chains, cooperative societies and manufacturers of agricultural inputs. Gachara said the first day of the exhibition was attended by approximately 600 farmers. The show is being held under the theme, ‘To Improve Food Security through Value Addition’. The farmers were educated on various forms of diversification to ensure that their pieces of land are fully utilized. “We have been educated on the different ways to make use of our farms and not grow just one crop, to ensure that we always have food. We are grateful to the County Government for organizing this forum and we would want them to be doing it more often,” said Nancy Wanjiru, one of the farmers who had attended the event. Agriculture is the economic main day for the people of Kirinyaga.

Through the Wezesha Program, Governor Waiguru’s focus for the next five years is on sustainability and commercializing agriculture by leveraging on innovations and technologies for aggregation, agro-processing and export oriented value addition through organized value chain based farmers groups to form cooperative societies. The County Government supports farmers through initiatives such as training and establishing of various value chains. Governor Waiguru says the planned set up of the Sagana Industrial Park will be a game changer as it will attract investors and open up diverse opportunities especially for the youth and professionals of Kirinyaga County.

Waiguru receives Kakamega women MCAs for benchmarking tour to Kirinyaga

Kirinyaga County Governor Anne Waiguru has asked women to soldier on with their efforts to end gender disparities in leadership and access to resources.

Speaking when she received women Members of Kakamega County Assembly who are on a benchmarking tour of the county, Waiguru asked women who are in leadership positions not to drop the ball in their fight to upscale the ladder in politics, corporate or public offices. Waiguru who is also the Chair of the Council of Governors (COG) Chair affirmed her commitment towards women empowerment and building strong women leaders through mentorship. She said that women politicians in Kenya unlike their male counterparts, are met by excessive political resistance and attacks along their journey to climb up the leadership ladder. She, however, urged them to stay put, and never to bow down as they seek to close the gap on gender imbalance on women leadership in the Country.

Led by their Chairperson, Jael Omunyang’a, the women under Kakamega Women MCAs Caucus were received at the Governor’s Official residence in Kagio where Waiguru said she was honored to host them and share insights on leadership and women empowerment. Omunyang’a said that the MCAs from the Western Kenya County were inspired by Governor Waiguru’s transformative leadership that she has offered in Kirinyaga and the way the development programs and projects are impacting lives of the residents. “We chose to Visit Kirinyaga because we believe for now it’s the best county to learn from as far as women empowerment initiatives are concerned.” She stated.

She also lauded Waiguru for her past development initiatives that she implemented during her time as a Cabinet Secretary as well as when she worked at the National Treasury. She singled out the Huduma Centers initiative which up to date is one of the most celebrated revolutions that has enhanced public service delivery by creating a one stop shop for critical government services. She also mentioned how another of Waiguru’s brainchild, the Integrated Financial Management Information System (IFMIS) that streamlined and restored sanity in public financial management and procurement.

The Caucus leaders who were also joined by Kirinyaga women MCAs, revealed that they were mobilizing Women leaders across the Country to Support the Governor’s Vision on Women leadership, and empowerment. During the tour, the Kakamega leaders visited some of the women empowerment initiatives being implemented by Waiguru, including, the gender based violence help desks, Kaitheri Apparel Centre, breast feeding centers, Kerugoya Medical Complex, women and children’s wards and Wezesha Kirinyaga empowerment projects among others.

On implementation of development programs and projects, Waiguru said that despite her county receiving little allocation from the National exchequer, she had put all efforts to source funds from development partners to enable her implement projects geared towards women empowerment. The Governor said that due to her passion for women empowerment has supported the election of women MCAs as Deputy Chairs in all the house committees. She added that the County assembly Deputy Leader of Majority, and Deputy Chief Whip were Women who are doing well in their respective roles, emphasizing that her vision is to inspire and mentor more women to vie for elective posts in the Country. Waiguru reiterated that her women empowerment programs were in line with the President William Ruto’s Bottom-up Economic Transformation Agenda.

Kirinyaga to repossess 7000 plots whose owners have defaulted on land rates

The County Government of Kirinyaga has begun the process of repossessing land whose owners have not been paying land rates and ground rent. The county government says that owners of about 7000 plots stand to lose their properties on the expiry of a 30-day notice.

According to County Executive Committee Member for Lands, Physical and Urban Planning, Samuel Kanjobe, that the property owners owe the county over Ksh. 250 million in arrears. He said the plots belonging to the county government were allocated to current owners but have not been paying land rates and ground rent as stipulated in agreement. Kanjobe said the defaulters have until March 31 to pay all the levies and arrears failure to which the land, plus any development on it will be taken over by the government.
He asked the defaulters to take advantage of the remaining days to clear their arrears. “This time, the government is determined to take back its land from those who were given the plots but have not been honouring their part of obligation,” he said.

The county government has intensified its revenue mobilization initiative through a campaign “Mapema Ndio Best”. The campaign seeks to ensure a 100 percent compliance on payment of all trading licenses by March 31. Governor Anne Waiguru has asked traders and property owners to pay for their trading licenses to enable government deliver services. “We are asking all the traders and property owners to pay all due licenses and levies so as to enable us continue delivering services. Our hospitals need drugs, we need to pay doctors, rehabilitate roads and ensure uninterrupted supply of water,” Waiguru said.

Land rates are levies imposed on all parcels of land that belongs to the government. The levies are payable to the county governments. Upon full payment of all rates, one is issued with the rates clearance certificate which is conclusive evidence that all rates due and interest accrued have been fully paid.
At the same time, the CEC clarified that the county has not increased the land rates as it was still using the municipal valuation roll. He however said the department is in the process of developing a new valuation roll that could see current land rates increased in future.

A valuation roll is a public legal document containing property information of all ratable properties.
Kanjobe said his department has already issued notices to the defaulters. “We have given people up to the end of this month to come and pay their arrears. However, once the deadline lapses, we are going to repossess land whose levies has not been paid for,” said Kanjobe. Kanjobe the department has set up desks to handle cases of default payment at the county headquarters and sub-county offices. Chief Officer John Makumi said prompt payment of all due levies will help the county government speed up development projects and offer all services

Waiguru rehabilitates 225kms of road under Nyorosha Barabara Mashinani program

Kirinyaga County Governor Anne Waiguru has already rehabilitated 225 km of roads of the 500 km earmarked for this financial year under the Nyorosha Barabara Mashinani program. The rehabilitation which includes grading and gravelling involves rural access roads among them ones in the expansive Mwea irrigation scheme.

The governor has said that the roads rehabilitation program is aimed at achieving well drained all-weather roads within Kirinyaga County, in order to enhance accessibility across the county and aid smooth movement of produce from the farms to the markets. Speaking during a site visit to one of the roads under rehabilitation in Kariti Ward, the area MCA Jeremiah Makimi, said that the promises made to the electorate during the campaigns are now being fulfilled and he is happy to do play his part as roads in the ward get rehabilitated.

“For a long time the roads in Kariti have been impassable during the rainy seasons. I am pleased that together with Governor Waiguru, we are finally going to get well drained all weather roads not just in my ward but across the county”, said Makimi. Erastus Gathumbi, another resident of Kariti said that they are happy because Governor Waiguru has gone back to fulfil her election campaign pledges where she promised to improve the state of their roads.

To improve on efficiency of the in-house roads program, Waiguru during her last term procured road construction equipment that include five graders, 10 trucks-20tons, two excavators, one low bed/loader, one backhoe, two roller-compactors and one water bowser.

Waiguru articulate strides made by counties in enhancing Food Security at UN women Conference

The Council of Governors Chair, Anne Waiguru, says county governments have made tremendous strides in enhancing food security through adoption of modern technologies in agriculture.

The Kirinyaga County governor recognized that the value in agriculture is more pronounced in rural areas where it provides 70% of employment, with small holder farming leading while women provide 70% of labor force doing the bulk of the work to produce, process and market the produce. The governor says the devolved units are therefore helping women farmers to integrate innovative technologies in crop and livestock farming to boost food production and income.

The governor who spoke on Monday at a side event of the United Nation’s 67th Session of the Commission on Status of Women (CSW) in New York, where she noted that through Agricultural Extension Officers, counties are training farmers on best farming practices to improve production and on value addition for their produce to fetch more money and to avoid food loss and waste.

County governments managed to reach out to 4,523,889 farmers with extension service within the year while pointing out low use of extension services as one of the challenges facing the sector. “Whereas County governments continue to expand outreach to farmers, rural women face barriers and constraints, including limited education, and low household incomes,” Waiguru said. Counties are now exploring the use of Digital Extension services to overcome some of these gender nuanced challenges. The COG Chair said that the counties approach in developing the agriculture sector has now been focused on using technological innovations to address critical constraints faced by farmers over the last 10 years in devolution.

Towards accelerating Food security, counties have invested in agricultural machinery with additional purchase of 350 tractors operating in 29 Agriculture mechanization stations. In the development and commercialization of the livestock sector, she said counties have procured 10,782,369 doses of various vaccines for livestock vaccination, conducted 369,788 subsidized Artificial Insemination (AI) services; procured 449,673 straws of semen, distributed 4,376 cattle, goat, and sheep breeding stock and installed 68 milk coolers.

“The county governments have also introduced commercial poultry farming by supporting farmers with 1,608,108 improved organic chicks and distributed close to 3 million fingerings to support farmers to grow fish,” she added. All this, she said is helping farmers increase food production, tackle post-harvest losses and add value to their products. The Kirinyaga Governor said that agriculture accounts for 22.4% of nominal GDP in Kenya making it a key employer which absorbed over 1.6 million additional workers during Covid-19 pandemic increasing its share from 47 to 54 percent.

In 2021/2022 financial year, the COG chair said that County Governments allocated Ksh. 35.5 billion of their budgets to the agriculture sector development and in the wake of climate change and high demand for fruits in the global market, county governments distributed 643,686 of assorted fruit trees seedlings. “In appreciation of the importance of potatoes as a source of food, income, and employment, Counties distributed 45 metric tonnes potato vines. This is expected to go a long way in improving farmers’ incomes and increasing foreign exchange,” said the governor noting that counties also distributed 66,718, 50kg bags of assorted subsidized fertilizers, 507,786 avocado seedlings, 401,000 coffee seedlings, 38,000 coconut seedlings, 46,400 tissue culture bananas and 2,090 irrigation kits.

Gradual integration of technology in agriculture is drawing women and young people to the sector, she observed. Counties are also helping women to leverage on mobile phones and digital applications like phone apps, e-commerce, websites, and other online platforms to get markets for their agricultural produce.

Governor Waiguru sets up Gender Based Violence desks as MCAs laud reforms in Hospitals

Kirinyaga Governor Anne Waiguru has set up Gender Based Violence (GBV) desks in all public health facilities so as to fast-track help for those in need. The desks will be manned by GBV champions who have been trained to deal with the cases.

The governor has further promised to extend supply of free sanitary towels to school girls and young mothers. Speaking when she represented the governor during event to mark the International Women’s Day at Kerugoya County Referral Hospital, County Executive Committee Member for Gender and Youth Millicent Nyawira asked women in distress to visit the desks for help when in need. She said the county government was working with the players in the justice system to speed up resolution of GBV cases. “We are encouraging women to make use of the GBV desks whenever they have an issue so that they can get assistance before it is too late,” she said.

Nyawira said last year, her department distributed about 28,000 sanitary towels to school girls and young mothers. She said the sanitary towels initiative will help school girls remain in class. “This initiative by governor Waiguru ensured those in school remain in class and by so doing we empowered them to succeed in their education. When women succeed, the entire community succeeds,” she said. The CEC asked the society to take the lead in embracing equity and to give each woman a chance at whatever opportunity arises. During the event, women admitted at the facility received gift hampers from the governor.

At the same time, the County Assembly Committee on Medical Service, Public Health and Sanitation has commended ongoing reforms at public health facilities in Kirinyaga. Speaking during a visit at the Kerugoya County Referral Hospital, committee chairman Dr. Isaiah Mbogo said the hospital has adequate supply of drugs and food for patients. Dr. Mbogo said thanked management of the facility for ongoing reforms at the medical facility especially the roll out of the Health Management Information System (HMIS) in all service points in the medical facilities so as to complete the patients’ treatment chain. “We have gone round the hospital and are content with what we have seen. We have adequate supply of drugs, the wards are clean, the staff is friendly and there is enough provision of clean and nutritious food for the patients,” the Kabare ward MCA said.

HMIS is helping public hospitals in Kirinyaga county address issue of drug shortage by providing real- time information on stock out. The system which has been on piloted at the referral hospital has helped in ensuring the medical facility has adequate supply of medicine around the clock. “We have seen the transformation in our health facilities and we want to reiterate our support to our governor to continue on this trajectory,” the MCA added.

The County Executive Committee Member for Medical Services, Public Health and Sanitation George Karoki said the ongoing reforms at the medical facilities had improved service delivery leading to increased number of patients seeking treatment in the public facilitation. Karoki said the ongoing reforms in medical service delivery to the people will continue so as to ensure that healthcare is accessible and affordable to all. He said that the upcoming Kerugoya Medical Complex will be a game changer in the
way healthcare is delivered in the entire Mt. Kenya region. “The Medical Complex is almost complete and will be up and running in the next few months. It is going to transform healthcare not just in Kirinyaga County but also within the region. It will be the benchmark of healthcare around Mt. Kenya region,” said Karoki.

Thousands of residents in the expansive South Ngariama land in Mwea Constituency, Kirinyaga County are set to be issued with title deeds as the Ministry of Lands kicks off the adjudication process.

Ministry of lands officials who will be involved in the adjudication process were introduced to the residents and are expected to kick start the process in readiness for issuance of title deeds.

Assistant Director for Adjudication and Settlement in the Ministry of Lands, Ezekiel Kiania called on residents to support the initiative, as he pledged to oversee the process in a fair and transparent manner. “Our duty here is to ensure that the rightful owners get their title deeds, and to amicably resolve any arising issue, we urge for peace and patience as we seek a solution to this problem.” He said.

The CECM for lands, Rev. Kanjobe who represented Governor Anne Waiguru in the forum said that the County Government had no other interest than to ensure that the land matter was permanently settled. He urged residents to cooperate and ensure the process was successfully concluded adding that there was political goodwill to have the residents get their land ownership documents. He urged them to ignore the naysayers out to mislead them in order to derail the process.

Kirinyaga County launches Cashless Revenue Payment drive to boost collection

Kirinyaga county government has launched a massive revenue mobilization campaign that seeks to boost collection and prevent fund pilferage. The campaign dubbed “Mapema Ndio Best” aims at boosting revenue collection by getting all the traders to honour their obligations by paying necessary levies due to the county government before the March 31 deadline.

The drive began on Friday with sensitization roadshows that snaked through Kutus, Kagio, Sagana, Mutithi, Wanguru and Kimbimi towns. The campaign also seeks to reinforce Governor Anne Waiguru’s directive on a cashless payment system. Waiguru has asked traders and property owners to embrace the cashless-based culture by paying County fees such as parking, land rates, produce cess, parking, business permits, and market stall fees among others through electronic payment. Speaking during the roadshow County Executive Committee (CEC) member in charge of Finance and Economic Planning Jackeline Njogu asked all business owners to cooperate in paying necessary county levies because the county relies on revenue collected to fund development projects. She said so as to ensure roads are well maintained, there is uninterrupted health services and drug supplies in hospitals, supply of clean drinking water at homes, people must honour their obligations by paying county fees. “What we are asking is for people to pay for their licenses. All businesses must pay so that the county government can continue offering the much-needed services,” she said.

The CEC said the county government has a tax collection target of Ksh 550 million this year. She said currently the county is only collecting about 14 percent of due tax. “This year we are committed to collecting 100 percent of our tax projection, we have collected data and we have seen that majority of people doing business are not paying necessary levies,” she said. She said the county is adopting the cashless revenue payment system so as to boost collection and seal leakage. Lands, Physical Planning and Urban Planning CECM Rev. Samuel Kanjobe said the county government will act tough on all those who will not have paid land rates, and physical planning approvals by the March 31 deadline. He warned that non-compliance with lease land levies, physical planning laws and change of property use will attract heavy penalties.

His Sports, Culture and Social Services counterpart Dennis Muciimi said his department has intensified crackdown on all liquor outlets that have not complied with the County Liquor Licensing Act. Muciimi warned bar owners against attempts to run away from paying their accrued liquor license fees through the change of user of ownership of their facilities. “We have seen a trend where bar owners who have not paid for their licenses for two years now change the name of their outlets or come to register as new facilities. We will not accept this, all must pay the arrears,” he said. The CEC further asked Wine and Spirits outlet owners to ensure compliance with their license. He said the outlets are only allowed to sell takeaway liquor.

Joy as Kianyaga Town get facelift

Residents of Kianyaga town and its environs are all smiles after the completion of tarmacking of access roads and improvement of drainage system within the town. The project which was commissioned by the Governor Anne Waiguru in July 2021 involved upgrading of 4.6 kilometers of roads to bitumen standards.

The project was a collaboration between the County Government of Kirinyaga and the National Government through the Stormwater Drainage and Urban Development project. The project is aimed at improving water drainage systems and offer sustainable storm water management in various towns in the County. Residents of Kamiigua village in Kabare ward who are part of the community that has benefited from the project expressed joy over a new tarmacked link road that connects Kianyaga-Kutus road with Kutus-Samson Corner Road at Rukenya.

“Previously, this road was so narrow that even an ox-cart and a motorcycle couldn’t pass each other. During the rainy seasons, taking our produce to the market was a total nightmare. We as the residents are overly excited for this new road and want to thank the county government for a job well done,” said one of the residents Benson Ngondi. Speaking at Kianyaga town, section of the residents said upgrading of the roads would lead to improved livelihood. “When it rained, the elderly people, especially women could not make it to church since the road was so slippery. However, right now, everyone can comfortably access the church and other amenities,” she added.

The County Executive Committee Member for Lands, Physical Planning and Urban Planning, Rev. Samuel Kanjobe said that the project has completely changed the face of Kianyaga town. “This project will change the face of the fast-growing town and provide an inclusive, efficient and conducive business environment that will spur economic growth for the people,” said Kanjobe. The roads covered by the project includes, Catholic dispensary link road-1.4km, Kianyaga Government Houses link road-1.2km, Kiburia Girls School junction to ICT Centre road-0.4km, Children Home link road-0.4km and Kamiigua–Rukenya road-1.2km.

Governor Waiguru says Kianyaga’s upgrade is one of the major transformative infrastructural development programs being undertaken in the county’s urban towns. Other towns that have been upgraded include Kerugoya, Kutus, Kagio where about 25,000 square meters of cabro pavements have already been laid creating more than 800 car parking slots and easy accessibility of business premises. A similar upgrade program is currently going on in Wang’uru town where over 30kms of roads are being tarmacked while Kutus town is also earmarked for tarmacking of more streets.“The projects are part of an elaborate plan by the County Government to continually improve the municipality’s infrastructure as an enabler to socio-economic development and improved livelihoods for all the residents.” said the governor.

Apart from tarmacking and installation of street lights, the County Government has also been constructing modern markets in various towns in the county with the aim of providing a conducive environment for traders. In the last five years Waiguru’s administration has constructed a total of 16 markets which include Makutano, Wang’uru, Kagio Cereals, Kagio Clothes Market, Kutus, Kerugoya, Kianyaga, Kagumo, Kiamutugu, Sagana and Kibingoti.

Kirinyaga County government has announced exemption of payment of single business permit for persons living with disability (PWD as an incentive to support their business ventures. Governor Anne Waiguru says that so far more than 300 PWDs have benefited from the waiver.

In a speech read on her behalf by Deputy Governor David Githanda during valentine’s day celebration with people living with disabilities at Kamiigua Polytechnic grounds, Waiguru said her administration is committed closing the disparities that exist between people living with disabilities and the general community. “This waiver is expected to act we are committed to narrowing and eventually closing the disparities that exist between people living with disabilities and the general community when it comes to opportunities in areas such as education, economic empowerment and political representation,” she said.

Waiguru said she has established a one-stop service desk- a replica of Huduma Center at county government level- on the ground floor at our headquarters to ensure that people living with disabilities are efficiently and effectively served. “The County Government recognizes the right of access to government services by every citizen. This will save PWDs the agony of having to move from one office to another in search of various services,” the governor said. Waiguru further asked people living with disabilities to enroll with the new National Council for Persons with Disabilities registration system so as to fully benefit with government’s programmes.

The Council of Governor’s chair said so far the county has registered more than 12,000 persons living with various disabilities. “In order to have accurate data to guide our planning and resource allocation for projects and programs for PWDs, we have been carrying out assessment and registration for them. I am appealing to those who are yet to be assessed to visit our Kerugoya County Referral Hospital for assessment. You can also look out for our outreach assessment programs like the one we are carrying out today,” she added.

The County government, through the Wezesha Kirinyaga Programme has supported over 20 groups of vulnerable and those living with disabilities into groups that have been funded to undertake income generating projects. She said to support PWDs in participating in socio-economic activities her administration has provided more than 1,500 people with assistive devices and items such as wheelchairs, clutches, white canes, mosquito nets and diapers. The governor said the county government has commenced the process of brailing of strategic documents and has already facilitated about 21 officers to acquire basic sign language skills to improve access to information.

Governor Waiguru distributes 250,000 fingerlings and pledges to build first exclusive fish market

Kirinyaga County Government has distributed 254,000 fish fingerlings to farmers to boost fish production in the wake of increased consumption in Mt. Kenya region.

The fingerlings that were given out to 254 farmers, each of them receiving 1,000 are part of the county’s elaborate plan to empower farmers to undertake aquaculture as a mainstream activity as opposed to having it as an alternative source of livelihood. To create market for the expected bumper harvest of fish in the near future, the County Government will be putting up an exclusive fish market at Kiaga in Ndia Constituency, where farmers will be aggregating their produce for sale.

For the past three years, fish farming in the county has been growing gradually under the county’s Wezesha Kirinyaga economic empowerment program initiated by Governor Anne Waiguru. “Fish farming will provide an extra income stream for our farmers and give direct support to women and youth who will be involved at various stages of the project value chain,” said governor Waiguru. She noted that aquaculture will bridge the huge deficit of fish supply both within and outside Kirinyaga since half of the fish produced in Kenya comes from aquaculture while the other half is from ocean and lake fishing.

Waiguru said that one of the processing factories that will be set up in the upcoming Sagana Industrial Park will deal in fish processing, hence the importance of having locally available raw material. Fish farmers will thus gain further from value addition of their produce. She said that her vision is to see Kirinyaga get a fair share of fishing potential given that it is endowed with favorable aquaculture conditions which include fresh water and ready market. Under the fisheries program, the county government has been supporting farmers by providing them with free fishpond liners, fingerlings and six months fish feeds. The farmers on the other hand construct the fishponds and thereafter nurture the fish to maturity. They then use the proceeds from the first harvest to restock their ponds with more fingerlings in order to sustain the project.

While distributing the fingerlings to the farmers, the County Executive Committee member for Agriculture, Livestock and Fisheries, Dr. John Gachara, said that the first phase of the aquaculture program in Kirinyaga was launched in 2019 whereby farmers who were supported then are able to produce fish independently. He said that the ongoing phase is supporting beneficiaries at different stages of aquaculture value chain. A total of 1,352 Level One farmers who have been producing less than 100 kilograms of fish annually are being supported to scale up production to commercial level. At level two, 376 farmers who produce more than 100kgs annually will be supported with feeds while six Level 3 farmers who are already commercial will benefit from marketing and extension services from the government.

The CEC pointed out that the youth have not been left out in the aquaculture program. A total of 207 young men and women have been trained and will be funded to set up enterprises such as fish eateries, fish transportation businesses such as boda boda, fish farming inputs stores as well as fish feeds production cottage industries. He noted that in order to streamline marketing of their produce, the fish farmers will be forming Smallholder Aquaculture Groups (SAGs) that will finally form Fish Farmers Cooperative Society.

Farmer Stanley Munene Muthigani from Kiini ward in Ndia constituency is a beneficiary of the project having received 1,000 fingerlings. He said that the project is going to be a game changer in the county’s agriculture since many farmers will be able to integrate it with other farming activities. “Fish farming is a highly profitable venture that is not time consuming since once you have stocked your pond you will only be feeding your fish twice a day.” Said Munene, adding that a kilogram of fish is currently selling at Ksh. 400 at farm gate. To popularize consumption and create awareness of the importance of incorporating fish as a preferred source of protein in line with improving the local community’s food security and nutrition, the county government will be organizing fish eating festivals whereby residents are taught on various methods of cooking fish. Fish farmers are also trained on how to utilize the land around the fish ponds to grow crops such as bananas and vegetables for domestic use or for sale.

Governor Waiguru says not retreat on crackdown on unlicensed bars

Kirinyaga County Governor Anne Waiguru has said that there will be no turning back on cracking down on liquor outlets operating in the county without licences.

The governor who emphasized that the crackdown that started a week ago will go on until all operators are compliant, noted that there have been cartels who have been misadvising bar owners not pay taxes. “We are telling bar owners that they should not be misadvised by people who do not own any bars on how to run their business. We have no fight with bar operators but we are asking them to pay taxes like other businesses,” said the governor. Speaking in Mwea where she launched an accelerated roads rehabilitation program for Mwea Rice Irrigation Scheme, Waiguru noted that since the crackdown began, the county has collected Ksh. 19 million in unpaid taxes from bar owners.

More than 600 bars have so far been licenced. She noted that the Commission of Revenue Allocation (CRA) had previously noted that the county only collected 30% of potential revenue. Waiguru noted that her administration was keen on listening and addressing grievances by traders with the aim of forging harmony, noting that some of the issues by traders will be addressed through proposed bill to be tabled soon in the County Assembly.

On Mwea Rice Irrigation Scheme roads rehabilitation, the governor said that the program aims at achieving well drained all weather access roads within the scheme through the murraming of a total of 200 kms of roads before the onset of the oncoming rains. She said that the roads marked for rehabilitation have been identified in collaboration with Members of the County Assembly and Irrigation Water Users Association. She said that the program is a collaboration between the County Executive, the County Assembly, The National Irrigation Authority (NIA) and the Irrigation Water Users Association (IWUA). “To ensure the smooth execution of the program, the County Government has provided six 20ton capacity tipper lorries, one grader, one drum roller and one excavator that will complement the ones provided by NIA,” said the governor.

Mwea Irrigation Scheme is comprised of 30,600 acres of land under rice with farmers harvesting the main crop around November and the ratoon harvest mid-February. “We remain committed and resolute to the Kirinyaga Rising vision that is aimed at transforming and uplifting the living standards of every resident in the county”, the governor said , noting that her administration intend to murram 250 kms of road this financial and 1,000kms in the next five years.

Dozens of Bar Operators nabbed in Kirinyaga during Crackdown on unlicensed Liquor outlets

Kirinyaga county government has launched a major crackdown on unlicensed liquor outlets and those selling illicit alcoholic drinks. Over 30 operators of the unlicensed bars were arrested and their outlets closed down during the start of the multi-agency operation which began on Wednesday.

County Executive Committee Member (CECM) for Sports, Culture and Social Services Dennis Muciimi said the shutdown outlets will remain closed until owners comply with the County Alcoholic Drinks Control Act No. 3 of 2014 and all the requisite Regulations. “The purpose of this operation is to protect consumers of alcoholic drinks by ensuring fair and ethical business practices related to production, distribution, promotion and sale of alcoholic drinks,” said Muciimi. Muciimi said Kirinyaga has 2200 liquor outlets out of which 1600 have been inspected and approved to pay prescribed fee and continue with operations. “We have differed the approval of other 600 pending further inspection of the liquor premises. Inspections are inevitable as they also serve to prevent the sale of sub-standard alcoholic drinks to the consumers,” he added. He said 12 operators were arrested in Wanguru town, 12 in Ndia sub-county, four in Kirinya Central sub-county while the rest were nabbed in Gichugu.

County Executive Committee Member for Finance and Economic Planning Jackline Njogu asked bar owners to cooperate in paying necessary taxes because the county relies on revenue collected from businesses to fund construction and maintenance of roads, provision of health services and drugs, water among others. “What we are asking is for people to pay for their licenses, if all other businesses are paying taxes, liquor outlets are not exemptional. All must pay so that the government can continue offering services,” she said.

Governor Anne Waiguru has said that the county government will close down all unlicensed bars as well as those operating in residential areas. She said that the one-year relief that the county government had extended to cushion businesses, including bars, against Covid-19 had expired and it is time for bar owners to honor their part of the bargain and pay taxes. Waiguru noted that in the last three years, the county government had lost Ksh. 100 million from unpaid liquor licenses levies, urging that bar owners must pay up their unpaid levies if they want to continue operating.

Chairman of the County Liquor Licensing Committee James Kihia said the crackdown on bars selling booze without a licence will continue despite resistance from a section some activists. Kihia said the committee will not allow selling of illicit alcohol in the county and asked the operators not to politicize the exercise. He said there is no court order that prohibits county from inspection of liquor premises, liquor licensing and all that pertains regulation of liquor.

“We want to say that we are supporting Deputy President Rigathi Gachagua and our Governor Anne Waiguru in their effort in the fight against illicit alcoholic drinks and drugs,” he added. A section of bar owners in Wanguru town asked the multi-agency team to enforce the liquor licencing regulations without fear or favour so as to wipe out those selling illicit alcohol. Catherine Gateri, one of the liquor outlet owners said sale of sub-standard booze is on the rise in Kirinyaga and this was affecting the youths with more getting trapped in addition.

COG Seeks Partnership to accelerate Child Transformation Programmes

The Council of Governors (COG) is seeking to partner with an international philanthropic organization in accelerating health, protection and education programmes for children in the country. The partnership also involves support for an innovative school feeding programme, capacity building of Community Health Workers (CHWs) and implementation of water, sanitation and hygiene (WASH) projects. “We have held very fruitful discussions on how counties can forge strategic partnerships with CIFF in order to scale up interventions for community transformation through initiatives such as school feeding and WASH programs, neonatal and child healthcare, child protection as well as support for Community Health Workers (CHWs).”, the governor said after meeting with CIFF top officials.

CIFF Founder Christopher Hohn said that his organization is willing to partner on a 50/50 cost-sharing basis with County Governments in promotion of community health through capacity building of CHWs and providing them with digital equipment for capturing data and measuring progress of implementation of interventions such as newborn survival rates. The organization will also help counties to equip maternity hospitals and newborn units with an aim of reducing neonatal mortality.

The two entities also discussed on partnering on implementing of water, sanitation and hygiene (WASH) projects including construction of toilets in schools and hospitals. Mr. Hohn said that similar projects have been successfully implemented in Ethiopia, Zambia and Malawi in partnership with the respective governments. “We aim at eliminating all barriers to successful realization of the child health and education goal,” said Hohn.

The COG Chair, who is also the governor of Kirinyaga County, commended the cost-sharing approach saying that it enhances ownership of the programs by the governments and the communities. Waiguru noted that lack of proper nutrition has been a contributing factor to children dropping out school and dismal academic performance. She said that through strategic partnerships, counties can implement school feeding programs especially in Early Childhood Development and Education (ECDE) centers that are run by the county governments. She noted the need to scale up models for resilient food systems such as involving the communities in growing food for supply in neighborhood schools. To further cut the cost of running school feeding programs, the governor suggested that parents can be involved in provision of labor whereby they will take turns to volunteer in cooking for the children.

Currently, there is no uniform school feeding model for schools in Kenya which leaves individual schools to figure out what best works for them. While some governments subsidize school feeding, other schools have made arrangement with parents to sponsor the program. Children in schools that do not operate such a program have to carry food from home, with some going to school without food. Other schools provide only porridge to their children.

She said that even though various counties have diverse needs, there are cross cutting issues that affect all counties such as provision of healthcare and education, adding that through consultations, counties will be able to propose the specific areas in which they wish to partner. “There is need to invest in preventive healthcare so as to cut the high cost of treatment which has been a burden to citizens and governments.” said the governor, noting that improved child nutrition and sanitation go a long way in disease prevention.

The governor said that the council will in the next five years focus on strengthening the healthcare systems to ensure better outcomes pointing out the need to scale up the performance and quality management models and quality care provided by Community Health Workers (CHWs). Waiguru emphasized that services rendered by community health workers were very critical in promotion of primary healthcare and public health since they are the closest link between the community and the formal healthcare system.

In Kenya, there are 89,670 Community Health Volunteers. They equip families with knowledge and skills to prevent diseases and promote good nutrition, sanitation and hygiene as well as linking families to essential services.

Governor Waiguru team visits Tatu City for bench-marking as Kirinyaga prepares for the Climate-smart Industrial City

Kirinyaga Governor Anne Waiguru has initiated the process of having the Sagana Industrial City gazetted as a Special Economic Zone (SEZ), which will be an additional incentive to investors. Waiguru says that the industrial park will be the first Climate-smart Agro Industrial City in the Central region.

The governor said that plans to establish the industrial city in Sagana are on a high gear with the county fast-tracking the processes to see the project take off. “Our County Executive and Assembly teams came with me to expand our vision with fantastic progress of Tatu Industrial City. What the mind can conceive, with the right team and support guaranteed by President William Samoei Ruto, we will achieve at Sagana” said governor Waiguru during the visit to Tatu City on Wednesday. She said that it was important to learn from the best so that the county can engage best practices from the initial stages of the project.

Sagana Agro Industrial City will be put up on a 250-acre land in Sagana. The governor said that with the assistance of the President Ruto, funds have been secured for the construction of critical infrastructure including roads while various investors have expressed interest to establish agro-processing industries. “Already we have set aside 20 acres for construction of affordable housing units which the National Government will be putting up.” Said the governor, adding that some of the land has also been set apart for establishment of a sports facility and a golf course.

Tatu City which is a mixed development industrial city is situated around Ruiru in Kiambu County. It hosts projects such as residential houses, schools, warehouses, light aircraft airstrip and processing industries among others.

During the visit, Waiguru and the team that included members of the County Executive Committee (CECM) and Members of the County Assembly (MCAs), met with the top management of the city including Stephen Jennings, the founder and CEO and Peterson Menden Hall, the Executive Vice President.

Sagana Industrial Park is envisioned in Kirinyaga County’s Mountain Cities Blue-Print 2032 that seeks to transform the county by harnessing the diverse resources found in the four of the county’s constituencies. Ndia constituency in which the Industrial city will be put up has been classified as the Industrial City, while Kirinyaga Central which now hosts the largest hospital in the region has been classified as the Wellness City. Gichugu Constituency in which the magnificent Thiba Dam lies has been classified as the Resort City in which the county government is wooing investors to put up hotels and resorts around the scenic Thiba Dam and Mt. Kenya slopes. Mwea on the other hand has been classified as the Agricultural hub of the county where massive production of rice of rice and tomatoes among other crops is taking place. Mwea has one of the largest irrigation schemes in the country and plans to construct more dams to increase land under irrigation are underway.

While the upcoming industrial park is expected to attract many investors from outside the county, the governor said that the locals will majorly benefit from ready market for their agricultural produce and thousands of employment opportunities that will emerge. The county has started collecting data on various crops produced in the county. Some of the targeted produce for agro-processing include tomatoes, avocadoes, milk, macadamia, fish, coffee, and tea among others.

Waiguru said the park will attract many investors given its close proximity to critical infrastructure such as the Kenol-Marua Dual Carriage and the Sagana Railway station. She added that the British government through the Sustainable Urban Economic Development program (SUED) will be supporting the county government in setting up of a 5 megawatts hydro power station to provide affordable electricity in the park.

The Leader of Majority in the County Assembly, Daniel Muriithi, said that assembly was fully behind the Industrial city initiative and will support its implementation.

Goodies for Kirinyaga residents as President Ruto visits county for thanksgiving

Kirinyaga County is set to reap big from Kenya Kwanza Government as President William Ruto pledges to deliver on development projects requests made by leaders.

In a prayer and thanksgiving ceremony held at Kerugoya Stadium on Sunday, the president expressed his gratitude to Kirinyaga County residents for having voted for him with the highest percentage in the entire central region.

In fulfilment of his election pledges and requests by leaders from the county, the president said that among the projects to be fast tracked include completion of ongoing tarmacking of various roads and expansion of rice irrigation projects through construction of dams. He said that Ksh. 400 million has been allocated for construction of irrigation feeder canals in Mwea while the county government has set aside Ksh. 200 million to complement the same project. The canal will enhance distribution of water to farms from Thiba Dam. Other requests that Governor Anne Waiguru presented to the President on behalf of Kirinyaga residents included the construction of a sewer system to cover Kagio, Sagana and Wang’uru towns and compensation of Mwea farmers who have ceded their land for construction of irrigation feeder canals.

The president also said that the country has secured funding for construction of basic infrastructure in Sagana Industrial Park. The industrial park will be put up on a 250 acre land in Sagana that will also host a sports facility, education institutions, among other facilities. Twenty acres of the land has also been set aside for construction of affordable housing units. Governor Waiguru said that several investors, among them farmers’ cooperatives have already expressed interest in putting up agro processing factories in the park. She said that the county executive and the assembly will on Wednesday be visiting Tatu City in Kiambu County to benchmark on various aspects of execution of a mixed development venture of such nature.

The religious fraternity are also set to benefit as Ruto responded to their requests that were presented by Governor Waiguru on their behalf. He promised to ensure that the process of registering Christian marriages will be streamlined to ensure that it is effective and efficient since the clergy had said that it is currently too lengthy and tedious. Ruto also promised them that filing of church annual returns will be digitized to allow for online filing as opposed to taking physical filing in Nairobi as it is currently done. The president also promised to buy a mega tent and seats that will be used holding as well as assisting them in construction of a prayer retreat center for which Governor Waiguru pledged to allocate land.

Coffee and tea farmers in the region will also benefit from sector reforms being spearheaded by Deputy President Rigathi Gachagua. The reforms are aimed at among others ridding the sector of cartels that have been exploiting farmers and reaping from their sweat. The president said that his government is committed to ensuring that farmers get more money in their pockets as opposed to brokers taking the lion’s share in the agricultural value chain.

Deputy President Rigathi Gachagua on his part said as a way of appreciating Kirinyaga people’s support during the last elections, the region has benefited from many plum positions in Kenya Kwanza Government. He paraded the more than 10 public servants from the region who have recently been appointed in senior government positions, including the Secretary to the State-Mercy Wanjau, Murimi Murage- Senior Advisor in the Office of the Deputy President, Mary Muthoni- Principal Secretary, State Department for Correctional Services.

The thanksgiving service was attended by Governors Muthomi Njuki-Tharaka Nithi, Kawira Mwangaza-Meru and Cecily Mbarire-Embu. Members of Parliament present included Kirinyaga Senator and Woman Representative Kamau Murango and Jane Maina respectively, Mwea MP Mary Maingi, Ndia MP George Kariuki, Kirinyaga Central MP Gachoki Gitari and Gichugu MP Gichimu Githinji. Others included Ndindi Nyoro of Kiharu, Gathoni Muchomba-Githunguri, Jane Kihara-Naivasha and David Ochieng of Ugenya.

Governor Waiguru puts in place Bursary Committees

Kirinyaga Governor Anne Waiguru has put in place twenty committees to oversee disbursement of bursaries in wards. The committees with a membership of five people drawn from various sectors will work closely with Members of County Assembly (MCAs) to help needy students.

Last week, the governor announced that her administrations had set around Ksh. 95 million for the bursaries for the needy students for the Financial Year 2022/2023. “We have allocated Sh 95 million for the bursaries, we have sent out applications for the needy students to apply for the funds,” the governor said. The bursary funds are expected to benefit an average of 40,000 needy students across the County with each ward expected to get about Ksh 7.4 million.

County Department of Education and Public Service held a joint induction session for the committees across the County. The induction is meant to orient members of the committees on bursary application, verification and allocation processes.

County Executive Member for Education and Public Service James Mutugi Kinyua said membership of the committee are drawn from civil societies, professional organizations and religious groups in the respective wards. County Government will appoint one ex-official member who will act as the Committee Secretary. Kinyua asked members to be guided by the principles of fairness, transparency and equity in selection and disbursement of the bursaries. “The bursary committee in each ward is responsible for creating awareness among about the fund, receiving, reviewing and approving applications for bursary as well as determining the amount of bursary to be awarded to the approved applicants,” he said.

He said those legible for the bursaries are students in secondary, college and university who include; orphans, those living with disabilities and those from very poor families. “We want to ensure that the vetting process is above board and that’s why the committees will invite applicants to appear in person before it as well as physical visits to the home of the applicants,” he added.

The committees are expected to take a maximum of 14 days to review the applications after the expiry of the stipulated date of submission.

Kirinyaga County Executive and Assembly Commit to work harmoniously to Deliver Election Promises

Kirinyaga County Executive and Assembly have pledged to forge a harmonious working relationship in order to realize the development agenda for the county. The two arms of the county government led by Governor Anne Waiguru and Speaker of Assembly, Muteti Murimi, agreed to put the interests of the county residents ahead of any other agenda to ensure that election pledges are fulfilled. Governor Waiguru said that the induction forum was aimed at enabling the senior officials in her administration to come up with goals and performance targets in service delivery. “The County Executive has been here from Monday and we are happy to be joined by the County Assembly so that we can all agree on what we want delivered to our Kirinyaga people,” said the governor.

She said that performance contracts are very important since they hold each of the officers accountable for realization of their department’s strategic objectives and at the same time allow for monitoring the progress of implementation of various targets. The governor said that the involvement of the assembly in target setting will enable it play its oversight roles better and hold the executive accountable for what they have set to deliver. The COG chair urged the CECMs and Chief Officers to dedicate extra hours to ensure that the set standards came to a reality. “The expectations of the constituents are high, we therefore need to dedicate ourselves to public service to uplift the living standards of Kirinyaga people.” She Said

The Speaker on his part said that the assembly has so far been very supportive to the executive and assured the governor of harmonious working relationship between the two arms of government. “The two arms of the county government are not in competition but are meant to complement each other to make Kirinyaga shine. Kirinyaga is not an ordinary county since Governor Waiguru has set a very high bar as far as development agenda is concerned,” Muteti observed. He said that even though the assembly was on recess, they had to make time to discuss with the executive on how to move forward the county’s development agenda. Muteti also affirmed the county assembly’s commitment to addressing any issues that could bring disharmony between the two arms of government. Majority Leader Daniel Kibinga said the performance target will help the assembly in evaluating the performance of the executive and holding the respective officers accountable.

President Ruto Appoints Governor Waiguru to National Climate Council

President William Ruto has appointed Kirinyaga Governor Anne Waiguru to the newly established National Climate Change Council in the wake of her ongoing campaigns to address climate-related challenges. Waiguru’s has been on a relentless campaign for the country to adopt interventions for climate change mitigation following a severe drought, the country’s worst climate related crisis in the recent past that has affected food security.

The council will leverage the country’s resources and expertise in support of the whole-of-government approach to addressing the climate crisis. The body which will provide an overarching national climate change coordination mechanism for the country will be chaired by President Ruto. Other members of the council include Deputy President and Cabinet Secretaries responsible for; Environment and Climate Change Affairs, National Treasury and Energy. Others will be drawn from various government agencies and county governments.

The appointment was communicated through a letter dated December 8, 2022 from State House Chief of Staff and Head of Public Service Felix Koskei. The council together with the Climate Change Directorate was established through Climate Change Act which commenced operation on May 27, 2016. “Pursuant to section 7 (1) of the Act, I am pleased to convey to you, your appointment by His Excellency the President, as a member of the National Climate Change Council,” the letter reads.

Waiguru who is also the chair of the Council of Governors (COG) has termed climate change as a real threat to mankind as evidenced through an increase in frequency and severity of disasters such as droughts, floods, landslides and influx of diseases and pests. “The issue of climate change is a matter of concern for Kenya because despite contributing the least to global emissions, it has suffered the ravages of floods, landslides, droughts and other natural calamities. Droughts have continuously threatened food security, through crop failure, loss of livestock and people as well,” she said. She says that lack of adequate funding has remained a major constraint to the implementation of climate change interventions by the county governments.

One of the responsibilities of the council will be to approve the revised and updated National Climate Change Action Plan, advise governments on policies and laws necessary for climate change response and attaining low carbon climate change resilient development. The council will also administer climate change funds and set targets for the regulation of greenhouse gas emissions and providing advise on how to mainstream climate change into the education sector.

Last week, Waiguru said county governments have set aside Ksh. 877 million for climate change mitigation and adaptation initiatives. The COG Chair said the devolved units have been undertaking various initiatives dealing in mitigation and adaptation and have put in place bills to enable them allocate at between 1-3% of their development budgets. She pointed out that 44 counties have established County Climate Change Funds through enacting requisite climate change legislations, 45 have already established Climate Change Units, while 30 of them have set up ward climate change planning committees.

The governor said that there is need to follow though the COP27 discussions on the operationalization of the financing instrument to support loss and damage accruing from climate change impacts to countries worst hit by Climate Change, as well as provision of improved funding for implementation of gender action plans for developing countries.
